1. Mr Bilal el Akde (the applicant) is a citizen of Lebanon born on 23 March 1972. The Applicant arrived in Australia on 14 December 1998 as the holder of a Class TO, Subclass 300 Prospective Marriage (Temporary) visa. This visa was granted on 16 November 1998 and was cancelled on 6 July 1999. It was alleged that the circumstances that permitted the grant of the visa no longer existed.
